Dr.Azam Ali
Dr. Md. Azam Ali has a lot of experience on similar assignments. With Ph.D. and Masters degrees in Public Health, Dr. Ali has over 25 years of experience working with NGOs, Governments, Bi-lateral projects, University, and International/National organisations. As a Public Health Consultant he is interested and engaged with health system reform issues, public private NGO partnership, demand-side financing and innovative health development interventions. Currently, Dr. Ali is working as Nicare’s regional coordinator for South Asia providing technical inputs to a EU regional project in Bangladesh, Nepal and Sri Lanka. Dr Ali worked as the Team Leader for PPP for ESP an innovative component of the HPSP funded by DFID for 2004 and as Nicare’s senior National Adviser for PPP, MEEHS and SRN for 1999-2003. This involved working with policy issues and implementation of three components of the HPSP. Prior to this, Dr. Ali worked (1993-99) with another project (TFIPP) of the Forth Population and Health program (FPHP) improving primary care services in six districts by addressing 
decentralization, local level planning, GO-NGO partnership and introduction of user fees.

Dr.Zubayer Hussain
Dr. Zubayer Hussain with MBBS and MPH is a Public Health specialist with fourteen years’ experience of working with both Government and non-government organizations in the field of public health and health management. His key areas of expertise are Hospital Management, Capacity building, Public Health, Reproductive Health and NGOs. Currently he is working as Nicare consultant reviewing one large NGO’s health programme and adding strategic directions. He had been the Component Manager (Component Lead) of HLSP Consulting with overall responsibility for ensuring appropriate technical support to enable the Government of Bangladesh to implement its Hospital Improvement Initiative (HII), a major component of the Government’s Health and Population Sector Programme supported by DFID (SHAPLA) for the period 1999-2004. Prior to this he worked as project manager on a number of health projects in CARE Bangladesh; BATCHA (Building Appropriate Training for Community Health Activities, a project of joint collaboration with TFIPP supported by EU) and NGO-services project supported by USAID
.

 

Dr.M.A.Rakib
M.A. Rakib is a Management and Organization Development Specialist with sub-specialization on participatory training, research, appraisal and evaluation. He has been working as a professional social worker in the development sector for last fifteen years with leading local, national and international development agencies in Bangladesh. He has the experiences in working with government, NGOs and local institutions. He has the specialization in Health and population program, Nutrition& food security, HIV/AIDS and STD, Water & Sanitation, Gender & social development, Child & human rights, Indigenous Knowledge, Entrepreneur development, Capacity building and organization development.

 

Dr.Kamrun Nahar Sultana
Dr. Kamrun Nahar Sultana graduated from Sylhet Medical College, Bangladesh in 1989 and has a Masters in Community Health from Liverpool School of Tropical Medicine, University of Liverpool, UK. She is a Health Management and Reform consultant with 14 years experience. Her experiences includes Programme Management (including Donor, Government and other Counterpart liaison) in Public Health with special focus on Poverty Alleviation, Capacity Building, Community Development in the field of Health, Nutrition, Family Planning, and Water sanitation with both national and international transitions at home and abroad (India, Tanzania, North Korea, USA and UK). She also has a long record of providing technical assistance in the areas of developing policies, designing programmes, strategic planning, monitoring and evaluation in the Health, Population and Rural Development Sector. She has experience of providing technical support for programme management to government, NGOs and donors.

 

Dr.Shirin Akhter
Shirin Akhter obtained her MBBS degree from Rajshahi University in 1981 and also obtained a post graduation degree in Diploma in Maternal, Child Health and Family Planning from National Institutes of Preventive and Social Medicine (NIPSOM) from Dhaka University in 1991. She has been working in the development field from the last twelve years and before that period worked in clinical field. She worked as National Consultant under World Health Organization (WHO) for five years in the Maternal Health field; as a Program Coordinator worked in Reproductive Health field for four years in Voluntary Health Services Society a National apex body of all NGOs in Bangladesh; also performed consultancy in Intrah/NGO Service Delivery Program (NSDP) a USAID Funded Program; very recently performed a sixteen months Consultancy on Adolescent Reproductive Health Education through Peer groups in United Nations Population Fund (UNFPA). She is quite experienced in program planning, management, implementation, supervision/monitoring and evaluation. Her areas of expertise in Maternal Health/Safe motherhood, Family Planning, EOC activities, Adolescent Reproductive Health, Peer Education, RTI/STDs/HIV/AIDS, Gender, BCC/Development of IEC materials, Child Health, Nutrition and Neonatal Health She has other skills in organizing workshops, seminars, orientations and maintaining liaison and coordination with GOB/donors/NGOs and has also skills in human resource development including training/orientation. She has excellent communicating and facilitating ability among decision makers and head of the relevant offices. Md.Abdul Malek Azmi
With academic achievements of MBA and MPH, Mr. Md. Abdul Malek Azmi is working with HAL since 2000 as Public Health Specialist. His key areas of expertise are Health Management Information System, Hospital Management, Quality Assurances, He has attended Advance training program of BCC organized by JHU/BCCP and application of computer based MIS for health project arranged by ISHA, Bangalore India. Mr.Azmi has excellent analytical skills and ability to work independently at the programme implementation and management level. He is a skilled with facilitating training on Clinical SOP, Waste Management, Computerized HIS, web portal designer, coordinating/managing development programs, advocate & communicator. He is also a trained and experienced IT expert. As part of his job he has to communicate with Govt., Non Gov’s & Development projects and maintain relationships with different network. Prior to HAL he has worked with the The British Council, SAJIDA Foundation, TMSS, CWCD, IOM, TORQ/AID, NORTH South IT (Canada) and other organizations for eight years.


Dr Rob McQuiston
Dr Rob McQuiston has more than 20 years of domestic and international health sector experience and is currently Chief International Consultant for Nicare, having previously filled the posts of Director and International Projects Director. His major international experience has included acting at International Director for the three Nicare-led components of the DFID funded SHAPLA programme (1999-2004), and in-country team leader of the Tacis project Support for Health Systems Development in the Russian Federation (1995 – 1998). Having acted as Project Director for many of Nicare’s international health development projects, he has been responsible for supervision of projects, taking final responsibility on behalf of the contractor for timely and professional project implementation; providing strategic management input to projects; and ensuring quality control of experts and all outputs and reports. Domestic experience of relevance to the current project includes health service policy and strategy development (including legislation) and health service manpower planning – both senior civil service positions with the Northern Ireland Department of Health and Social Services.

Prof Uel Gillan
Prof Uel Gillan is a qualified Family Doctor with extensive experience in the planning and management of PHC services in Asia and Europe. Until recently, Head of the Primary Care Department of the Southern Health and Social Services Board in Northern Ireland, Dr Gillan now holds a joint appointment with Nicare and the University of Ulster focusing on the research and development aspects of PHC reform. Dr Gillan’s experience in Bangladesh dates from 1999 when he began work as PHC Consultant and Senior Technical Advisor for the DFID project Supporting the Government of Bangladesh to improve health outcomes for the poor; a role which he continues until this day. He has been one of the key architects of the Nicare PPP pilot project in Brahmanpara, Bangladesh. He is also a senior consultant on the Nicare-led Asia-Urbs project “Support for Urban Primary Health Care Development Planning” which is running in the three partner countries of Bangladesh, Sri Lanka and Nepal.

Mr Gordon Peters
Mr Gordon Peters has been an Independent Consultant in Health and Social Service Management since 1994, previously a full time Fellow, King’s Fund (4 years), and Director of Social Services, Hackney, London (7 years). Gordon has acted as Joint Project Manager of the DFID Strengthening Health and Population for the Less Advantaged (SHAPLA) project in Bangladesh and Team Leader for the DFID “Disability and Independent Living” project in Russia with the Russian Ministry of Labour and Social Development. He has also managed social care and primary health care projects in India, Ukraine, Latvia and Romania. He is an adviser in Child Care and Social Services, and has much experience in the fields of project management, Social policy development, Monitoring and evaluation/ Quality assurance, Networking and negotiation/interface between politics and senior management, Central & local government relations, Civil society /NGO infrastructure (transitional countries) and public sector management

Prof Oliver Slevin
Prof Oliver Slevin, is a Faculty Member at the University of Ulster in Jordanstown and has published extensively on a very wide range of health issues. He is an accomplished researcher on topics covering health policy and the practical aspects of health service delivery. Prior to his full-time academic career, he was the Chief Executive of a regulatory professional body for 10 years with annual budgets to £17m and responsibility for management of six colleges of nursing/midwifery. Professor Slevin has been a leading member of the PPP Research Group and in addition to his desk research he has undertaken several PPP missions to both Bangladesh and Nepal.

Dr.Jaap Hamel
Dr. Jaap Hamel has over 25 years of international health sector experience and currently is self-employed. Project coordination including technical and administrative backstopping of three long-term public health projects involving some 45 technical support visits (Bangladesh, Yemen). In addition he has taken a variety of assignments pertaining to different aspects of the programme cycle in Public Health projects at a regional, district, and hospital levels. These assignments involved extensive practical high-level experience in health planning and health system management. Jaap is highly experienced in designing and guiding innovative projects, advising health providers on the role in the public health care system, analysing of large-scale developments, primary and community health development, strategic human resource development, and organisational development. In the eighties he lived in Tanzania for several years where he was in charge of a 160-bed hospital with a staff of 110 of which 2 Medical Officers. Jaap Hamel carries a wealth of experience, working comfortably as a sole consultant, leading consultancy teams, or working in teams with partners from other countries.

Dr Don Bandaranayake
Dr Don Bandaranayake is a very experienced public health specialist with many varied career duties. He has much practical experience from the Nicare PPP Research Group and has travelled to Nepal and Sierra Leone as well as contributing to PPP activity in Bangladesh. He has previously been a WHO Consultant, Chief of an Epidemiology Unit and a practicing Medical Officer in a range of locations including Asian and African countries. He has much practical experience but combines this with a significant number of health publications on a wide range of subjects.
